VIDEO: Before Waterfront Park, There Was the Nolen Plan

The County Administration Center on Pacific Highway is a historic structure in San Diego. It used to hold the offices of both City and County government before City Hall was built on C Street.

But long before it opened its doors to the public or boasted the Waterfront Park, a landscape architect envisioned a civic building and grounds at the site as part of something much larger. And it had nothing to do with a bayfront view.
