County supervisors voted 3-2 Wednesday to start a general plan amendment study that could eventually allow increased development on 40-plus properties in the unincorporated county.

The properties belong to landowners who asked the Board last year — as the Board approved the County’s new general plan, the General Plan Update — to change how the plan affected their land.

The Board’s vote Wednesday did not approve the changes the landowners requested, or any specific, individual development projects the landowners may eventually submit for County approval.

But it does mean County planners will start studying whether a comprehensive change could be made to the General Plan Update to allow for the kinds of increased development the property owners want.

Board Chairman Ron Roberts and Supervisors Bill Horn and Greg Cox voted to approve the study; Supervisors Dianne Jacob and Pam Slater-Price opposed it.

County planners will eventually bring the general plan amendment study back to the Board in the future for consideration. Supervisors also directed County planners Wednesday to come back next week with suggestions for how the property owners might share the costs of the general plan amendment study.

The Board voted 3-2 Tuesday to set aside $1.56 million in the County’s 2012-13 budget that could pay for the study’s cost. Roberts, Horn and Cox voted to approve that allocation; Jacob and Slater-Price opposed it.
