County Supervisors Appoint Members to Redevelopment Oversight Boards

Redevelopment agencies formed to fight blight are no more in California but efforts are underway to create the oversight boards for the successor agencies.

The County Board of Supervisors voted Tuesday to appoint members to 17 oversight boards in our region. They’re being created because of a state law which dissolved redevelopment agencies effective Feb. 1. The County of San Diego had one and 16 local cities each had one. 

The rights, powers, duties and obligations were transferred to successor agencies, usually the governments that created the redevelopment agencies. The law required that a seven-member oversight board be formed for each of the successor agencies so the two could work together to pay the former redevelopment agency’s debts and other obligations. The County Auditor and Controller must see that the property taxes that once went to redevelopment are used to pay off the agencies’ obligations.

Each seven member board includes:

1. A member appointed by the Board of Supervisors
2. A member appointed by the Mayor of the city that formed the redevelopment agency
3. A member appointed by the largest special district within the redevelopment agency
4. A member appointed by the County Board of Education
5. A member appointed by the Chancellor of the California Community Colleges
6. A member of the public appointed by the County Board of Supervisors
7. A member representing employees from the former development agency and is appointed by the city mayor or Board of Supervisors.

For each oversight board, the County Supervisors appointed 2 members. Seat 1 appointments did not have limitations and allowed the Board to appoint Supervisor Ron Roberts to the City of San Diego’s Oversight Board. Seat 6 appointments had to be a member of the public. None of the appointed members will be paid.
