County Opens Doors to Hundreds of New Affordable Homes in 2025

It has been a busy and exciting year of progress as San Diego County continues to address the housing crisis and prioritize affordable housing.

In calendar year 2025, the County celebrated with multiple partners the completion of nine new affordable housing developments, adding a total of 867 apartment homes to the region.

The County invested $67.9 million to support the developments, four are located on surplus County property.

Paul Downey Senior Residence, Clairemont

  • Opened Jan. 30
  • 79 apartments built on County surplus land
  • For low-income seniors and families
  • One of four multi-story apartment buildings on the intergenerational Mt. Etna campus, featuring a Senior Wellness Center

Southwest Village, Chollas View

  • Opened June 5
  • 65 apartments
  • For low-income individuals and families, and people experiencing homelessness
  • Features picnic area, playground, community building with a kitchen.
  • View the Southwest Village interest list, it is open for applications.

Presidio Palms Apartments, Mission Valley

  • Opened June 12
  • 161 apartments
  • For people experiencing homelessness
  • Renovated motel rooms have kitchenettes, new heating and air conditioning, flooring, doors and beds.

Modica and Taormina, Clairemont

  • Opened Oct. 14
  • 228 apartments built on County surplus land
  • For low-income individuals and families
  • Located next to the Paul Downey Senior Residence, Modica and Taormina are two of four multi-story apartment buildings on the intergenerational Mt. Etna campus.

Kettner Crossing, Little Italy

  • Opened Nov. 12
  • 64 apartments built on County surplus land
  • For low-income seniors
  • Offers an eighth-floor deck and community room with views of the North San Diego Bay

Serenade on 43rd, City Heights

  • Opened Dec. 10
  • 65 apartments
  • For low-income individuals and families, and people transitioning from homelessness
  • Multi-building campus features mid-century design, a central courtyard and colorful public art inside the gated property.

The Iris, San Ysidro

  • Opened Dec. 16
  • 100 apartments
  • For extremely low, to low-income families and individuals
  • 50 apartments can accommodate residents with mobility challenges, and five homes are designed for people with hearing loss

La Sabila, Vista

  • Completed in December
  • 84 apartments
  • For low-income and formerly unhoused seniors 62 years and up
  • Move-ins begin January 2026

Since 2017, the County has invested more than $334 million into affordable housing, using excess land, its Innovative Housing Trust Fund alongside other state, federal, and local funding sources administered by the County. Those funds have helped open doors to over 3,400 homes with 2,600 more on the way.
