County Probation’s partnership with Southwestern College (SWC) is opening new doors for young people at the East Mesa Juvenile Detention Facility (EMJDF). Through the Rising Scholars Program, youth are gaining access to college courses, support services and opportunities to connect with peers and professionals across the state.

On April 20, two graduating EMJDF students traveled to Los Angeles Mission College to participate in the California Community College Rising Scholars Network Conference. They served as panelists for Student Voices from Inside, where they spoke about their educational journeys, their experiences in the Rising Scholars Program and what it means to pursue college while navigating the justice system.

For these students, the event offered more than a chance to present. It was an opportunity to build confidence, strengthen public speaking skills and inspire others following similar paths.

Supervising Probation Officer Eduardo Calderon said the youth made a strong impression on conference organizers and partner agencies. “The youth panel at LA Mission College in Sylmar was a huge success. The State Chancellor’s Office, the Office of Youth and Community Restoration (OYCR), SWC and Rising Scholars all gave major kudos to Probation and very much appreciated hosting the youth. It was a great experience.”

The County’s collaboration with SWC and the Rising Scholars Program reflects Probation’s commitment to helping young people build brighter futures. By connecting students with higher‑education opportunities and supporting their goals, the program helps youth see their potential, strengthen their academic foundation and move forward with hope and purpose.

The San Diego County Probation Department works to promote safer communities by supporting youth and adults through engagement, rehabilitation and access to high‑quality services while balancing opportunity with accountability.
