The California Department of Food and Agriculture declared a citrus quarantine expansion in Valley Center on March 26, after detecting the fatal citrus tree disease known as Huanglongbing (HLB), or citrus greening, in two citrus trees in residential neighborhoods in the Valley Center area during regular inspections.
