County Unveils Operational Plan

County Chief Administrative Officer Walt Ekard and other top officials Tuesday morning unveiled a proposed operating plan for the County of San Diego.

The presentation included the video above, which gives an overview of County operations and achievements from the past year. The Operational Plan itself includes a balanced $4.77 billion budget for fiscal 2012-13 (view entire plan in pdf). The proposed plan will be considered at a series of public hearings starting June 11.

County officials reported that the region has started to see signs of economic recovery, but continues to feel lingering effects from the downturn. The County has responded by both embracing change and continuing its focus on fiscal stability and long-term planning,

“The County will spend the next two years rising to the challenges that change presents,” Ekard said. The County will also embrace the opportunities change offers and continue to look for ways to improve services, he added.

The FY 2012-13 budget calls for a nearly 2 percent decrease in spending over the current year’s budget. County Chief Financial Officer Donald Steuer said the decline is primarily due to the County no longer paying for such major projects as the replacement Las Colinas Detention Facility.
